If an entity application has the status pending_review, this endpoint can be used to inform the system of the outcome of the manual review and submit review notes. In the first request for a given case, the outcome and optionally reason and note are submitted. In subsequent requests for the same case, only the note is allowed, as the review is closed and no longer accepting new outcomes or reasons.
