Create a case work (multi)

Enables an agent to take action on multiple cases at once. There are four types of actions that can be taken on a bulk level: assignment_created (assigning a user to the cases), assignment_removed (unassigning a user to the cases), status (changing the statuses), and closure (closing the cases).
